Regional Government approves new flexible organizational structure for EOTF

Through Order No. 213/2026, the Regional Secretariat of Finance approved the flexible organizational structure of the Budget, Treasury and Finance Entity (EOTF), following the creation of its core structure by Ordinance No. 210/2026/M. This reorganization aims to provide the entity with essential support units for the exercise of its competencies.

The new structure comprises the following eight flexible organizational units, each led by a division head (2nd degree intermediate management position):

  • Process Control Division (DCP): Support to the Public Expenditure Control Department (DCDP), focused on the verification of expenditure processes.
  • Salary Control Division (DCV): Support to the DCDP, responsible for processing salaries and allowances for Regional Government services.
  • Timely Payment Control Division (DCPT): Support to the Treasury Department (DT), in charge of monitoring payment deadlines and treasury flows.
  • Treasury Division (DTes): Support to the DT, responsible for managing payment methods and bank reconciliations.
  • Administrative and Human Resources Management Division (DGAR): Support to the Resource Management and Local Authorities Department (DGRAL), focused on personnel management and logistics.
  • Quality and Archive Division (DQA): Support to the DGRAL, responsible for information governance, digital archiving, and quality certification.
  • Process Review Division (DRP): Support to the Regional Director, focused on improving the efficiency and effectiveness of internal processes.
  • Financial Analysis and Information Division (DAF): Support to the Public Debt Management Department (DGD), responsible for financing strategy and debt monitoring.

The order also determines the maintenance of the service commissions of the holders of 2nd degree intermediate management positions of the previously existing divisions that transitioned to this new structure. The diploma revokes Order No. 717/2025 and enters into force the day after its publication.
